In 1971, Dr. William Gee and social worker Marie-Louise Ansak partnered to create On Lok for poor seniors who wanted to age in their homes – not in a SNF, but who needed services to maintain their independence. In launching On Lok, they also founded the Program of All-Inclusive Care for the Elderly (PACE). And, with the help of Willie Brown, who pushed through the first Medi-Cal contract for adult day health care services reimbursement, and the On Lok Board Members, who mortgaged their own homes to fund the program, the national PACE replication project began to grow nationwide.
Fast forward to today, when 11,000 Americans turn 65 daily – and there are 185 PACE programs operating in 33 states and DC, serving over 83,000 participants.

Grace Li has spent the past 24 years with On Lok, first joining in 2001, as Director of Program Operations, bringing expertise in orchestrating new site openings, managing implementation of software applications, and overseeing multi-site complex systems and healthcare programs. She was named CEO in April 2016. Today, On Lok PACE is available in San Francisco, Southern Alameda, and Santa Clara Counties, along with programs and services to meet the needs of active older adults and seniors needing non-PACE services, such as Enhanced Care Management and Medically Tailored Meals under CalAIM and Adult Day Care.
